Abstract

Coal transportation crossing Batanghari Regency has caused various problems relating to traffic order, public safety, road infrastructure damage, and compliance with legal regulations. The Batanghari Regency Government established an Integrated Team as an instrument for guidance, supervision, and control of coal transportation based on Batanghari Regent Regulation Number 20 of 2013 concerning Procedures for Coal Transportation in Batanghari Regency. This study aims to determine the effectiveness of coal transportation supervision conducted by the Integrated Team of the Batanghari Regency Government and to identify the factors that hinder the implementation of such supervision. This research uses an empirical juridical method conducted in Batanghari Regency. Primary data were obtained through interviews, while secondary data were obtained through library research and relevant legislation. The results indicate that the implementation of the Integrated Team's duties in guiding, supervising, and controlling coal transportation has not been optimal. This is indicated by the absence of clear work programs and operational guidelines and the continued occurrence of violations concerning operational hours, vehicle requirements, and parking on public road shoulders. Other obstacles include the status of the roads as national roads, limited budget allocation, inadequate inter-agency coordination, changes in authority over mining and transportation control, and low legal compliance among coal transportation drivers. Therefore, institutional evaluation and reform of the Integrated Team as well as stronger inter-agency coordination are required to ensure effective supervision of coal transportation.
